Public Improvement Project 2021-01 - ADVERTISEMENT FOR BIDS
The City of Fort Madison will receive Bids for Jetty Relocation & Marina Dredge Package until 10:00 AM local time on August 12, 2021, at the Fort Madison City Council Chambers, 811 Avenue E, Fort Madison, IA 52627 at which time and place all bids will be publicly opened and read aloud.
Bids are invited upon the items and quantities of work as follows:
Work consists of the removal of existing accretion deposits and existing jetty. A new jetty alignment will be constructed with pit run rock (below water) and compacted soil (above water) riverward of existing jetty alignment. The new jetty slopes will be capped with a riprap blanket. Riverview Drive will be raised and widened to provide access to the Marina. The playground equipment on site shall be removed, and the shelter house will be demolished. The utility structures within the temporary dredge spoil site will be adjusted and the storm sewer outlet near the marina parking lot will be extended with 93 LF of 24” RCP. A temporary dredge spoil site will be constructed with exterior berm and decanting structures. The marina will be dredged to an elevation of 512 feet, NAVD 1988, discharging dredged material in the temporary dredge spoil site. Riprap will be placed on the relocated jetty, interior slope of the marina, and proposed dredge spoil berm where indicated on the drawings. Exterior faces and tops of the temporary dredge spoil site will be seeded for erosion prevention.
Base Bid A1: Jetty Relocation (Lump Sum) Work consists of removal of existing jetty and the material reused in the core trench and base along proposed jetty alignment.
Base Bid A2: Jetty Riprap Placement (Lump Sum) Work consists of placing Class B riprap (riverside) and Class E riprap (marina side) blanket on relocated jetty slopes where indicated on the drawings.
Base Bid B1: Marina Dredging (Lump Sum) Work consists of widening and raising Riverview Drive to proposed grade and constructing temporary dredge spoil site with exterior berm and outlet decanting structures. Existing riverbank riprap will be removed and stockpiled for reuse where indicated prior to dredge spoil site construction. Marina will be dredged to an elevation of 512 feet, NAVD 1988, discharging dredge material into the temporary dredge spoil site. Exterior faces and tops of the temporary dredge spoil site will be seeded for erosion prevention.
Base Bid B2: Utility Structure Adjustment (Lump Sum) Work consists of raising, sealing, and/or protecting utility structures near the intersection of Riverview Drive and 5th Street. Demolish existing storm sewer outlet near the marina parking and replace with 93 LF of 24” RCP. The lids and walls of two large concrete vaults will be elevated.
Base Bid B3: Riverview Drive Geogrid and Aggregate (Lump Sum) Work consists of placing geogrid and aggregate on widened and raised grade of Riverview Drive to provide access to marina during dredging operations.
Base Bid B4: Dredge & Marina Erosion Control (Lump Sum) Work consists of placing Class B riprap on riverside portions of the dredge spoil berm and Class E riprap on marina slopes where indicated on the drawings.
Base Bid B5: Park Equipment Removal (Lump Sum) Work consists of removal of playground equipment in Riverview Park within the proposed temporary dredge spoil site. Equipment and materials will be salvaged in a City designated location for later reuse.
Base Bid B6: Shelter House Demolition (Lump Sum) Work consists of demolition of the shelter house near the playground in Riverview Park after September 18, 2021. The City will provide results of asbestos inspection.
Base Bid C: Accretion Deposit (Lump Sum) Work consists of mechanical excavation and hauling of soil on the riverside of the existing jetty alignment. Excavated material will be stockpiled at the temporary dredge spoil site.
Base Bid D: Dock and Spud Removal (Lump Sum) Work consists of removal of the existing marina docks and spuds up to the existing marina wall. Salvage and deliver to City of Fort Madison.
Bid Item E: Additional Rock Hauling (Unit Price) Price per ton for hauling (15 miles) and placement of pit run rock above anticipated 20,000 tons.
A pre-bidding conference will be held on July 27, 2021 at 1:00 PM local time, at the shelter house at the Fort Madison Marina.

A certified check or bank draft, payable to the order of The City of Fort Madison, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid.
Attention is called to the fact that no less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
The City of Fort Madison reserves the right to reject any or all Bids or to waive any informality in the bidding.
Bids may be held by The City of Fort Madison for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
